How do you make a Project Plan?

You develop a project plan by determining all of the steps that must be done to complete the project. You then determine how to best implement each step, setting forth the who, what, when, where and how. You should also look for steps that have to be done in sequence and those that can be done in parallel. Each step should also have a time factor igned. Finally no good plan it complete unless you have an alternate plan for any steps that are not fully under your control.
