My boyfriend got a ticket in wa state going 115 in a 60, what should he do?

He has had one ticket differed in the past i think...not sure. but this ticket is for 545$ I think. Why was it printed on white paper instead of the usual green tickets..and what is the best option for him to do? And don't say not speed or stupid answers like that please. His ticket also got a fine because of his greddy exhaust. He drives a 1997 honda prelude with vtech..only mods are coils, and exhaust pretty much.
