NY State Lottery could be a sham?

Hello, isn't it possible for the NY State Lottery to monitor the amount of money spent on certain number, and make the the shoot up throught the machine lighter than the rest? Therfore only have the number's come up that are not of high value? I've asked KMPG, (the law firm that observes NY State Lotto) Help me Howard, Lionel & all the other self "if you have a question email me @" Numerous times with no responce!!!!
